Introduction The intercountry adoption of children from global south to global north (and more recently from east to west and northern Europe) is a well-established practice, especially in the USA and European countries such as Italy, Spain, Sweden and Norway, which have little, if any, tradition of domestic adoption. Yet it tends to come to widespread public attention only in times of environmental catastrophe, such as the recent earthquakes in Haiti and Japan, or in high-profile cases involving the adoption of children by celebrities. When such events occur, inevitably seized upon by global media, arguments soon follow about the moral and legal legitimacy of removing children from their homeland, to live with strangers thousands of miles away. At the heart of this controversy lies the question of whether intercountry adoption (ICA) is an appropriate, beneficial or ethical response to the extreme poverty and hardship endured by millions of children and their families in the developing world.
